The stop terminal on the Smart Touch & SMART DC Controller is a normally closed (NC) input, and a jumper wire must be fixed across the stop terminal to a common terminal if no external wiring is tied into the stop terminal. If the normally closed output from a device (3 button station, access control system, external stop button etc.) that is tied into the stop terminal is missing, the red LED next to the stop terminal will turn on when the input is active. A stop input will override open & close inputs. If you remove the signal wire from the stop terminal and fix a jumper wire from the stop terminal to a common terminal on the Smart Touch or SMART DC Controller, the red LED should go out when there is a normally closed connection present to the stop terminal. You should then be able to open & close the gate normally from there. The troubleshooting from that point will be to determine if the device tied into the stop terminal is damaged, or if there is an issue with the wiring from the device to the operator.
